21 billion of tax cuts

The widely-leaked report of the Conservatives' Tax Commission has finally been published, and calls for an array of tax cuts, including 2p off the basic rate of income tax and a 25% corporation tax rate. George Osborne, the shadow chancellor, welcomed the report but reaffirmed that the party is not committing itself to any specifics at this stage. At first glance the report does not seem terribly innovative in its ideas. Details here. Meanwhile, retail sales fell by 0.4% in September, a bit of a surprise.
